HONGKONG. 19th September, 1916.

I have the honour to transmit for your inform-

-ation the enclosed copy of a letter from the Vice-Consul for

Norway, in charge of the Norwegian Consulate in this Colony, protesting, under instructions from the Consul-General for

Norway at Shanghai, against the removal of mails from Norwegian

ships between Swatow and Bangkok by one of His Majesty's Ships

I have caused Mr. Steckmest to be informed that a copy of his

letter is being sent to His Majesty's Government. A copy has

also been sent to the Commodore in charge.
